In 1992 and 1996 Arkansas native Bill Clinton carried some southern states, but most southern electoral votes still went to the Republicans. In looking ahead, the challenge will be how to achieve greater balance between aiming for excellence by applying a generic set of strategies, high standards and richer assessments to all students and differentiating those approaches with supports that serve specific populations efforts. But our belief is that agile is a cultural value, and teams should be empowered to work how they best see fit. But the world surrounding agile couldnt be more different. It's much more likely that the reason those counties were chosen is because they can flip the election if they were discounted. And so they take account of race in order to, in their own words, sort of bring the students together so that they can learn to be participants in the diverse society that we have today.
