The following Executive Order is extended: Executive Order 2020-40. I, Melvin Carter III, Mayor of the City of Saint Paul, on February 28, 2022 pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, serious threats to health and safety of persons and other impacts of the COVID-19 pandemic continue to be felt in the City; and, WHEREAS, businesses and individuals continue to suffer the economic impacts of the pandemic and will continue to do so for the foreseeable future; and, WHEREAS, due to the COVID-19 pandemic, the City has increased its efforts to get individuals into shelter, which is putting a strain on shelter space; and, WHEREAS, Saint Paul Legislative Code chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting the conduct of persons and the use of property during emergencies; the repair, maintenance and safeguarding of essential public services; emergency health, fire and safety regulations; and all other matters which are required to protect public safety, health and welfare in emergencies; and. Easing the burden on these businesses will assist them in survival and recovery and in turn assist the City in its recovery. During the course of the Declared Emergency, I have issued several Executive Orders, and the original basis for these orders has not changed: Executive Order 2020-26 (guaranteed income), The following Executive Orders are extended without amendment: Executive Order 2020-26, Extending City of Saint Paul Emergency Declaration COVID-19 March 1, 2021, WHEREAS, on March 15, 2020, I declared under the authority given in Minnesota Statutes 12.29, that a local emergency exists within Saint Paul, effective March 15, 2020, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13; and, WHEREAS, on June 10, 2020, the Saint Paul City Council, in Res 20-874 approved that declaration and extended the emergency for ninety days, until September 8, 2020; and, WHEREAS, on September 9, 2020 the Saint Paul City Council, in Res 20-1249 approved that declaration and extended the emergency for ninety days, until December 8, 2020; and, WHEREAS, on November 30, 2020, I declared under the authority given in Minnesota Statutes 12.29, that the local emergency continued to exist within Saint Paul, effective September 8, 2020, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13; and, WHEREAS, on December 2, 2020 the Saint Paul City Council, in Res 20-1652 approved that declaration and extended the emergency for ninety days, until March 2, 2021; and, WHEREAS, the COVID-19 pandemic continues to present an unprecedented and rapidly evolving challenge to our City. During the course of the Declared Emergency, I have issued several Executive Orders, two of which expire on August 15, 2020: I, Melvin Carter III, Mayor of the City of Saint Paul, on August 22, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 15, 2020, I issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. The percentage of county residents . 2. The City is working to establish low or no barrier shelters that will provide indoor sleeping space for up to one hundred (100) adults. I, Melvin Carter III, Mayor of the City of Saint Paul, on February 14, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on March 13, 2020, Governor Tim Walz issued Executive Order 20-10 declaring a Peacetime State of Emergency to authorize all necessary resources to be used in support of the COVID-19 response. Executive Order 2020-10 is hereby extended, subject to the following amendments: I, Melvin Carter III, Mayor of the City of Saint Paul, on November 13, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on August 14, 2020, September 22, 2020 and October 30, 2020, I signed Executive Orders which extended Executive Order 2020-10 subject to certain conditions, and, WHEREAS, Saint Paul businesses remain impacted by the Governors Executive Orders and reduced business related to COVID-19 and the need to find creative solutions to support Saint Paul businesses throughout the winter remains; and, WHEREAS, during the 2020 Regular Session of the Minnesota Legislature, the Minnesota Legislature enacted 2020 Laws of Minnesota, Chapter 103 S.F. 12.31, Subd. On March 15, 2020, under the authority granted by Minnesota Statute, Section 12.29, I declared a local emergency within the City of Saint Paul, in response to the COVID-19 pandemic. Code Chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting the conduct of persons and the use of property during emergencies; the repair, maintenance and safeguarding of essential public services; emergency health, fire and safety regulations; and all other matters which are required to protect public safety, health and welfare in emergencies; and, WHEREAS, the hours of the skyway system are governed by Saint Paul Legislative Code 140.10 which sets the General Hours of Operation and requires that all parts of the skyway system shall be open to the public every day between the hours of 6:00 a.m. to 12:00 a.m.; and, WHEREAS, on April 9, 2020 I issued Emergency Executive Order 2020-5 to allow an individual with responsibility for a portion of the skyway system to close their portion of the skyway for which they are responsible at 7 p.m. provided that notice of the revised skyway hours are posted in conspicuous locations; and, WHEREAS, based on the easing of COVID restrictions statewide, the fact that the spread of COVID-19 had slowed, and the wide availability of vaccines and the recommendation of skyway stakeholders I issued Executive Order 2021-23 which adjusted the skyway closure hours keeping the skyways open longer; and, WHEREAS, Executive Order 2021-23 was rescinded and replaced with Executive Order 2021-40 which allowed for an individual with responsibility for a portion of the skyway system is permitted to close their portion of the skyway for which they are responsible no earlier than 11:00 p.m. provided that notice of the revised skyway hours are posted in conspicuous locations; and, WHEREAS, Executive Order 2021-40 was extended by Executive Order 2021-44 and was set to expire on January 14, 2022 which would return Skyway Hours to normal; and, WHEREAS, The U.S. Centers for Disease Control and Prevention (CDC) identified new variants of the COVID-19 virus which are present in the United States and medical experts determined that some of these variants are significantly more contagious than previously known variants. I, Melvin Carter III, Mayor of the City of Saint Paul, on December 28, 2021, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: Saint Paul Leg. This necessity also includes providing staff or other resources to other governmental units to assist in their work to protect public safety, health and welfare (Assistance to Governmental Unit). On March 16, 2020, Minnesota Governor Tim Walz issued Executive Order 20-04 which ordered the temporary closure of Minnesota restaurants and bars to dine-in customers and also ordered the temporary closure of places of public accommodation and amusement, including but not limited to: theatres, museums, fitness centers, and community clubs; and Bars, taverns, brew pubs, breweries, microbreweries, distilleries, wineries, tasting rooms, clubs, and other places of public accommodation that offer alcoholic beverages for on-premises consumption until April 10, 2020. There are documented community acquired COVID-19 cases in Saint Paul. The COVID-19 Delta variant has been determined by the CDC to be a variant of concern due to its high transmissibility and continues to account for a large number of new cases sequenced in Minnesota and Ramsey County, thereby substantially increasing the potential risk of infection and the spread of the virus through the community. 2. This Declaration has been extended and remains in effect. Even in non-extreme cold, hypothermia can be fatal. This civil unrest, including looting and the destruction of property, has spread to Saint Paul as of May 28, 2020. 13D.021, that in-person meetings of the City Council and other public bodies under the Mayors jurisdiction are not practical or prudent because of the COVID-19 health pandemic. The Planning Administrator, through the Director of the department of planning and economic development, in continuing response to the directive in the Emergency Declaration, has advised that certain City zoning ordinances require zoning permit applicants to first obtain the consent of owners of property located near the zoning applicants property in order for their zoning applications to be considered by the City. Temporarily closing the skyway system from 7:00 PM on April 12 until 6:00 AM on April 13, 2021 is necessary to protect the safety of downtown residents and business owners whose residences and businesses are connected to the system from incidents of violence and vandalism in the skyway system. Civil unrest has arisen in the Twin Cities metropolitan area since Mr. Floyds death. WHEREAS, on June 8, 2020, I declared under the authority given in Minnesota Statutes 12.29, that the local emergency continued to exist within Saint Paul, effective March 15, 2020, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13; and, WHEREAS, the COVID-19 pandemic continues to present an unprecedented and rapidly evolving challenge to our City. Compliance with the skyway hours of operation requires monitoring by both Saint Paul Police and building owners. After notifying the Legislature, on April 13, 2020, May 13, 2020, June 12, 2020, July 13, 2020, and August 12, 2020 Governor Walz issued additional Executive Orders extending the peacetime emergency which now expires on September 11, 2020; and, WHEREAS, the National Center for Disease Control and Prevention and the Minnesota Department of Public Health continue to recommend social distancing, source-control and cleaning measures, detailed plans for businesses, and that any individual with confirmed COVID-19 should remain under home isolation precautions until the risk of secondary transmission to others is thought to be low; and WHEREAS, during this pandemic, it is possible that individuals who are not diagnosed with COVID-19 will be placed in quarantine to control or prevent further spread of COVID-19; and. For non-emergency information. WHEREAS, the necessary resources to respond to and recover from this pandemic will exceed resources available within the City, and additional resources will be needed from Ramsey County, and state and federal sources; NOW, THEREFORE, MAYOR MELVIN CARTER III, OF THE CITY OF SAINT PAUL DECLARES, REQUESTS, AND DIRECTS AS FOLLOWS: I, Melvin Carter III, Mayor of the City of Saint Paul, on March 14, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-10 Declaring a Peacetime Emergency and Coordinating Minnesotas Strategy to Protect Minnesotans from COVID-19 pursuant to Minn. Stat. b. Outside of those areas, the decline was only 13 percent. Any Establishment that wishes to expand an existing outdoor service area or establish a new outdoor service area may provide outdoor service provided that they are in compliance with paragraph 1 above, and, if applicable, must do the following: a. HONG KONG: Macao, the world's biggest gambling hub, has eased its requirements for people to wear face masks after mandating them for most of the coronavirus pandemic.
